is this with all or only with some mp3 files?

Yes it happens with all MP3 files.
I think i have discovered that problem starts after installing libarts1-xine.
Amarok and kaffeine request MP3 support installation, but they dont do anything becouse MP3 support (xine) is already installed.

In ordor to can play again MP3 files i have to follow all these steps:
Disable hardy-updates and hardy-security repositories.
Purge all related xine packages.
Install xine packages version 1.1.11.1-1ubuntu3 (hardy). And install amarok and kaffeine again (they were removed becouse they depend of xine).
At this point I can play MP3 again.
Now I can upgrade to libxine1 1.1.11.1-1ubuntu3.1 from hardy-updates/hardy-security and MP3 continues playing well.

Now if I install libarts1-xine, MP3 playing result broken.

I cannot reproduce this. Works fine here with:
ii amarok-xine 2:1.4.9.1-0ubuntu3
ii libarts1-xine 4:3.5.9-0ubuntu2
ii libxine1 1.1.11.1-1ubuntu3.1
ii libxine1-bin 1.1.11.1-1ubuntu3.1
ii libxine1-console 1.1.11.1-1ubuntu3.1
ii libxine1-ffmpeg 1.1.11.1-1ubuntu3.1
ii libxine1-misc-plugins 1.1.11.1-1ubuntu3.1
ii libxine1-plugins 1.1.11.1-1ubuntu3.1
ii libxine1-x 1.1.11.1-1ubuntu3.1
ii libxinerama1 2:1.0.2-1build1

Perhaps this is an interaction between arts and your sound system?

I have updated the description and unsubscribed ubuntu-security. If it is determined that the update did cause the problem, please resubscribe. Thanks!

Oh sorry, I did not read the bug carefully enough. According to comment #2, the problem occurs when installing libarts1-xine.

Reassigning to kdemultimedia therefore, since that package provides libarts1-xine.
