Bluetooth Device Manager does not connect after restart

In the KDE System Tray, there is the Bluetooth Device Manager. It works fine to Add or Remove devices, such as a bluetooth mouse. However, after the KDE session is restarted (e.g. log out - log in again, or restart the machine) the same device gets the status 'Not Connected'

The device (in this case a mouse) has button to force a connection. However, that does not work to re-connect. It works just fine to connect for the first time. So if the device is removed from the Bluetooth Device Manager's list and then re-added, the device works just fine.

KDE System Tray -> Bluetooth Icon -> Bluetooth Device Manager -> Remove -> New

I would expect an established device, especially one labeled 'trust' to be reconnected when things are started up.
