Launching apps switches keyboard layout

Bug Description

I use the Colemak keyboard layout but have a non-Colemak layout also installed to be able to switch between them.
If I press <alt+f2> gedit <enter> then my keyboard layout changes to the non-default :(
Then I have to switch the keyboard layout only to have it switched again when I open something else like a terminal.

(This is on a freshly upgraded to natty Kubuntu, where I'd love to be able to switch to using unity)

not really sure which package to blame but Unity I believe is the least to be blamed

kubuntu doesn't use gnome-settings-daemon, reassigning to a kde source
