Konqueror ignores setting to open a new window for each folder

I have checked the checkbox to open each folder in a new window in the Konqueror preferences:
Konqueror menubar->Setings->Configure Konqueror...->File Management->Open folder in separate windows
(Maybe the options are named a bit differently in English; I am using de_DE, and translated the texts. The original texts are:
Konqueror menubar->Einstellungen->Konqueror einrichten...->Dateiverwaltung->Ordner in eigenen Fenstern öffnen.)

However, Konqueror seems to ignore that setting. After I click on a folder, it is opened in the same window (web-browsing-like), but no new window opens for that folder.

I can't see the bug at a glance in KDE's bug tracker, but someone on OpenSUSE is having the opposite problem, it always opens in a new window:

I think this is the most likely way it will be fixed, as I understand that file browsing in KDE4 konqueror effectively just embeds dolphin.

Thanks for reporting this bug! Your bug seems to be a problem with the KDE program itself, and not with our KDE packages. While we appreciate your issue, it would be better if it was tracked at https://bugs.kde.org, so that the KDE developers can deal with this speedily and have direct communication with you as the reporter for more effective debugging.
