VERSION: latest, up-to-date Dapper

ISSUE:
When opening the "keyboard layout" tab in kcontrol - there are no keyboard layouts available. The "enable keyboard layouts" checkbox only disables/enables the controls, but doesn't cause to show any layouts.
The whole dialog is blank, with no data.
'setxkbmap pl' | 'setxkbmap de' | 'setxkbmap fr' works (and actually changes the layout)
/etc/X11/xkb/rules contain what it should:
base and xfree86&xorg links to base.
