No desktop file for kdcop

Bug Description

There is no desktop file for kdcop, which is a graphical interface to browse the DCOP services.

I think this program should have a desktop file, putting it in Utilities or System.

This debdiff adds a desktop file for kdcop in debian/ and modifies debian/kdebase-bin.install to install the desktop file.

Hmm, kdcop is part of kdebase-bin which means everyone has it installed. But very few people need it, I don't think it should clutter up the k-menu.
