kmail, konqueror crashes frequently on character encoding

This is a bug i think is related to Bug #6706 and Bug #16867 which were not traeable

i am running kubuntu DAPPER
this seem to occur after locales got updated (my guess)

konqueror crashes whenever it found some chineese or japoneese character
kmail crashes systematically on a mail that includes chineese character
after digging there were those characters in the mail fllowing a name:
> Someone name-=C4Y=BE=F0=AA=E2

when removing those characters in ~/.kde/share/apps/kmail/mail/inbox/cur this is fine

Also, when keeping those characters and putting encoding in kmail to UTF8, no problem, can read, and that line above look garbage characters.
when putting auto or switching to chineese, this will crash

i presume konqueror has the same problem

no the problem disappears after an update which caeme a couple of days after
i reported it.
