KDE sftp ioslave does not use utf8 encoding

Binary package hint: kdebase-kio-plugins
When connecting from one Kubuntu Hardy machine to another, using the sftp:// protocol in Konqueror (KDE3), file names are transferred with (seemingly) ISO 8859-1 encoding, rather than utf8. This does not make sense. I'm unsure where the blame should rest; perhaps it is, say, the sshd server that should communicate the encoding, but doesn't, or some other element in the chain that is not doing the right thing? Anyway, this should just work, at least between two Ubuntu boxen.
