Breezy prevents switching to/from deadkeys keyboard layout on the fly

Bug Description
All previous versions of Linux I've used (RedHat, Mandrake and the latest --
Debian 3.1 running KDE 3.3.2) allowed me to select 2 versions of keyboard
layouts: US English (us) and US English with deadkeys (us_intl). I could then
switch back and forth between them using the shortcut <cntl><alt>k as needed for
writing in French or English.
Breezy 5.10 running KDE 3.4.2 only lets me select a single US keyboard layout.
The deadkeys selection is now a "variant". (It doesn't work either -- bug 22180.)
It's OK that the deadkeys are a variant, but, to regain the lost functionality
of previous KDE/Linux versions, one must be able to select TWO US English
layouts -- one with deadkeys and one without. And I cannot find any way to do
that.
... This may be ever so slightly related to bug 21123....
Does this still happen for you on latest Dapper ?
