Are you referring to the navigation panel (view > show navigation panel) or the location toolbar (settings > toolbars > location toolbar)?
Does this always happen or only occasionally ("randomly")? |

Yes, it's a profile configuration problem. You can fix it by deleting one of the config files in ~/.kde/share/
I'm not sure which file though. You could try ~/.kde/share/config/konquerorrc |
