"Add to Desktop" doesn't work if "different widgets" enabled

If I open the K menu, right-click on an application, and select "Add to Desktop", it appears that nothing is being added to the desktop. But in fact the correct item is being added -- to a different desktop! In other words, if I choose "Add to Desktop" while running on Desktop 7, the icon I chose shows up on Desktop 2!!! On this particular system, the icons always land on Desktop 2, but on another system running the same Kubuntu version, the icons land on Desktop 1.
This only happens if "Different widgets for each desktop" is selected -- but of course, that's what I need if I want different backgrounds for different desktops.
Until recently I did not seem to have this problem, so I think it's the result of an update, but I can't say which update. The evidence for that is that some desktops other than #2 have icons that I put there previously but can no longer put there.
