K3b package requires the whole KDE 4 workspace

Bug Description

Binary package hint: k3b

The K3b package (version 1.68.0~alpha3-0ubuntu1) installs (with a Depends dep) the whole KDE 4 workspace, not only the pieces of workspace it really needs to have installed in order to work correctly. This means that a K3b installation brings in at least 90 MiB of files.

For example the K3b package ends up installing unneeded applications like kmenuedit, plasma-desktop, two dozen plasma widget, kwrited, kfontinst, solid-bluetooth and some screensavers.

Could the K3b package be changed to suggest additional KDE workspace applications with a Recommends dep instead of a Depends dep?

The policykit-kde stuff needs to be split out from kdebase-workspace-bin into a policykit-kde package, as it was before the PolicyKit stuff moved to kdebase.

I should note that this change is too disruptive to do for 9.10, but can easily be done for 10.04.

I filed a new bug with a more informative title (#459058) for the split of policykit-kde off from kdebase-workspace-bin.

Is PolicyKit the only part of kdebase-workspace-bin that k3b requires?
