power management settings not working properly

When I close my laptop lid the screen turns off but it doesn't fully suspend the way it should. When I open the lid back up the screen comes back on but doesn't ask for a password to unlock the session and resume working despite having chosen this option in the power management settings.

Additionally, in some cases, if I unplug the laptop while the lid is closed when I plug it back in and open the lid I can access the machine for about 20 seconds without having to type my password to unlock the screen. Then after that period of time elapses the laptop makes a sound indicating the power was plugged back in and also produces a garbled screen and eventually locks itself, requiring me to then type my password to unlock the screen. I cannot always reproduce this specific part of the problem though.

Here are my KDE System Settings power management options:

Lock Screen On Resume: yes
Let PowerDevil manage screen saving: yes
Enable notifications: yes
Enable warning notifications: yes
Before doing a suspend action wait: 10 seconds

Profiles Assignment-
When AC adapter is plugged in: Presentation
On battery power: Powersave
Battery at low level: Aggressive Powersave
Battery at warning level: Xtreme Powersave

Relevant Profile settings-
Powersave: When Laptop Lid is closed = suspend to ram
Presentation: When laptop lid is closed = do nothing

Steps to reproduce the issue:

1) Adjust Power Management settings on a laptop to match settings listed above
2) Close lid of laptop
3) Open the lid of the laptop
4) No password is requested to resume working

Moving to kdebase-workspace since that stuff probably ought to be handled by powerdevil.

Is this issue still present in either 9.04 or 9.10?
