I'm agree with you, but some plasmoids haven't any frame so there should be still the old way to resize. When a plasmoid has the frame such as 'Folder View' or 'Dictionary' it's size would be changed by moving it's edges or by using the old way. When plasmoid hasn't the frame such as 'Analog Clock' there would be only the old way available.

Keep it simple. When plasma is unlocked, it's something like 'edit mode' so resizing should be available without entering any 'resize mode'. 'Edit mode' is enough. The way introduced in comment #9 is better.
