kde4 won't reposition widgets in task bar

Bug Description
If I 'right-click' in the task bar on the icon for a program or widget, then the option to move or reposition the icon is missing (it was there in KDE <=3.5.x) The current options shown with a 'right-click' are
Application Launcher ...
Panel ...
Add Widgets ...
Remove this ...
This setup originates from 'kubuntu-
