All available plugins for Kate should be included in the kate packaging since kate was moved to kdesdk. If you are missing certain plugins from previous releases it is probably because they have not been either ported or included in a KDE4 release of Kate.

I was looking for the symbols viewer plugin and didn't find it at first but on recent versions of Ubuntu like Karmic etc the plugin is included in the "kate" package but it's just not activated by default, so you need to open check the checkbox at "Settings::Configure Kate::Plugins::Symbol Viewer" (and then to make that plugin "on by default" you select "Session::Save As Default").
