KDE system settings: wrong keyboard layout for Brazilian Portuguese and US Keyboard International

Hi all,
The keyboard layout for the Brazilian Language in Kubuntu 11.04 with a US Keyboard is wrong. Selecting in System Settings Brazil as my country, Portuguese Brazilian as my language, and Keyboard as 105 keys - International, adding the US Alternative International layout, the right combination for cedilla (ç), ' + c, gives an accentuated c, NOT ç. The other accents (ã,õ,á) are correct.
Also, the keyboard layout in the virtual terminals tty 1 to 6 is US, not Brazilian Portuguese with a US International no dead keys, what is to be expected. This is not working even on ABNT2 keyboards.
Also, in GTK programs the right key combinations works for all the characters.
PS: using anything BUT ('+ c) for cedilla is not acceptable, as this is not the standard for Brazilian Portuguese on US International keyboards, with no dead keys.

When first installing Ubuntu and then installing KDE via apt-get, this does not happen.
