Multiple problems with multi-display support in Kubuntu 22.04

Bug Description

I have three external monitors that I daily attach to a Dell laptop.
All external monitors are connected through a Dell thunderbolt docking station. Two monitors are on daisy-chained DP and one on HDMI.
When connecting to the docking station:
1. Sometime all monitors including laptop one go blank. Sometimes 4 of them light up. Sometimes three. I allways have to manually set up the multi-display configuration (KDE settings or arandr tool). The configuration I set up is three external monitors on in a side-by-side arrangement and laptop monitor off.
2. After resetting the monitors almost always the plasma panel (toolbar) position goes to wrong place, most often the middle of the leftmost screen.
3. The desktop wallpapers get reset to a default one and/or get misaligned with the monitors. The the part of background that is blank (wallpaper covers part of screen) does not show right click menu. This problem also occurs when switching back to laptop monitor.
