Bug Description
This is a really problematic bug for anyone sharing a computer, as it can make the computer unusable for a non-expert user that wants to log in when another user has locked their session (or suspended the machine). It's been long-resolved by KDE, but still hasn't been pulled up into LTS Kubuntu.
