Window title bar hidden under panel

Bug Description
After a default installation, I've moved the default panel to the top of the screen. When maximizing windows or launching new applications, the window is placed under the panel. With the panel is set to "Always visible", I don't think the window would go under the panel, maximized or new. It blocks title bar with window controls and, depending on size, the menu of the application. This happens with all applications I've tested (Konsole, Dolphin, System Settings, Firefox, Google Chrome, Amarok).
