I workaround the problem by coping the binary from older Ubuntu deb package as root

Upstream has purged the plasmoidviewer binary from the KDE SC release and has moved it into Plasmate which has not been released yet.

Until there's a release of Plasmate that can be packaged, we recommend compiling Plasmate using the repo here : http://projects.kde.org/plasmate
