In kubuntu 12.10 when cut or copying data from the url bar of rekonq and then closing the browser, then going to the url bar of firefox, pasting will not work because klipper does not store copied contents if the window is closed.

Works just fine for me.
How do you copy? Keyboard shortcut or mouse context menu?
Please make a screenshot of klipper's contents after you copied, after you closed rekonq and after you tried pasting in firefox. Then upload all 3.
Also please attach the file ~/.kde/

keyboard shortcut.
Klipper's contents show the copied text (in this case a dolphin window, it happens in other applications than rekonq when you close the windows), and the copied text stays in the contents that show when clicking klipper's system tray icon, but despite that, it still does not paste.
