Thanks for taking your time to report this issue and help making Ubuntu better.

Looks like the file in question exists in both packages which causes a conflict when attempting to install both. I'm also able to trigger this issue on Ubuntu WIly.

As a non-LTS release, 15.10 has a 9-month month support cycle and, as such, the support period is now nearing its end and Ubuntu 15.10 will reach end of life on Thursday, July 28th. At that time, Ubuntu Security Notices will no longer include information or updated packages for Ubuntu 15.10.

dino99: Yes, 15.10 has reached end of life. However, I checked and this bug is still present in Yakkety, so I'm setting it back to confirmed. http://packages.ubuntu.com/yakkety/all/kde-l10n-th/filelist and http://packages.ubuntu.com/yakkety/all/kde-cli-tools-data/filelist still both contains /usr/share/locale/th/LC_MESSAGES/ktraderclient.mo.
