HDD labels in Dolphin don't respect locale

Bug Description
If the system locale defines a different numeric type (LC_NUMERIC environment variable), dolphin uses that for numbers in HDD labels, instead of using the values in System Settings -> Locale -> Numbers -> Digit set. See the attached image for an example.
I found this bug when installing Kubuntu and selecting Bahrain as the country (which set all LC_* environment variables to "ar_BH.UTF-8")
