Screen will go to sleep when idle is set to never and screensaver is disabled

Bug Description
I first noticed this bug while trying to use VLC player to watch video's, the screen would turn off after 10 minutes even tho I had disabled all power management and screensaver options.
I then left my PC on the desktop for 10 minutes while I was doing other things and I came back to a sleeping screen. This has occured for me in Kubuntu 12.10. Dragon Player is able to play a movie without this problem occuring, but something is causing the screen to switch off (sleep) when all known options to disable this power saving feature are configured to never/off.
