Dolphin is unable to install service menu properly without ruby

Bug Description

Dolphin can't install service menu properly it says :

 /usr/bin/env: ruby: No such file or directory
 dolphin(4723)/knewstuff (api): Command failed

/usr/bin/servicemenuinstallation is ruby, so needs to be a depends not suggests
