kbdrate ignores KEYBOARD_RATE and KEYBOARD_DELAY set in /etc/kdb/config

Bug Description

Attached /etc/kbd/config.

After restart I get:

$ sudo kbdrate
Typematic Rate set to 10.9 cps (delay = 250 ms)

I would have expected:

Typematic Rate set to 30 cps (delay = 200 ms)
