This seems like a problem with the installer. Reassigning to the installer team. I'm not sure the package names are right either but I don't know to what package I should reassign this. |

I fixed this earlier today:
kbd-chooser (1.23ubuntu9) dapper; urgency=low
* Check for console-tools/archs=no-keyboard in keymap_set too.
* Restore keymap_set call just before quitting kbd-chooser.
