"Key sequence '...' is ambiguous" message box on almost every shortcut

Bug Description

Every time I enter "Home", "End", "Shift+Ins" Kate shows me dialog box, which says

The key sequence 'Home' is ambiguous. Use 'Configure Shortcuts'
from the 'Settings' menu to solve the ambiguity.
No action will be triggered

But when I try to fix it (and I did NOT break it, ie before updating to Kubuntu 15.04 / KDE 5 all worked well) in Configure Shortcuts, I got several problems

1) Seems that this shortcut is actually shortcut for the only action (https://img-fotki.yandex.ru/get/15581/11330794.1d/0_bc945_764f522a_orig)
and there is no any ambiguity.

2) When I try to remove "Home" from "Alternate" column and assign it to "Shortcut" column I got cryptic message

The "Home" shortcut is ambiguous with the following shortcut.
Do you want to assign an empty shortcut to this action?
Shortcut '' for action 'Move to Beginning of Line'

3) And finally, I press "Reassign" button get correct shortcuts:

then click "Ok"
and again try to press "Home" in Kate I again get dialog box from 1st point (The key sequence 'Home' is ambiguous. Use...)

Same here. Clicking on "defaults" in the shortcut menu also does not help.

This bug will trigger every time you edit KDE "Application keyboard shortcut". Shortcuts are duplicating in .config/kdeglobals, causing this to happens.

A temporary patch has been released, but nothing official right now.

You can hotfix your .config/kdeglobals by removing duplicates
For example, SelectAll=Ctrl+A; Ctrl+A
should become SelectAll=Ctrl+A

Another dirty fix is to simply remove all [Shortcuts] from .config/kdeglobals

It appears they have fixed it in 5.4.1, but for those of us who are still are on Kubuntu 15.04 I've implemented pfoo's workaround as a script (deduplicate-kshortcuts.rb)

Just installed Kubuntu 15.10 and this problem remains.

I can still confirm this behavior on Ubuntu Focal.
