libjxr0:i386 is missing since Ubuntu 20.04

Bug Description

From Ubuntu 20.04 all the way to Ubuntu 21.04 the 32-bit libjxr0 package is missing:

root@ubuntu2104-64:~# apt-get install libjxr0:i386
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Unable to locate package libjxr0:i386

This prevents Wine from providing JPEG XR support to 32-bit Windows applications.

Note that both Debian and Ubuntu <= 19.10 provide a suitable libjxr0:i386 package so this looks like a simple packaging oversight.
