juju lxc on precise is hardcoded to oneiric

Bug Description

Running juju in precise on armhf with a local environment, juju attempts to create an oneiric armhf container, which fails as armhf will only appear in precise. As we are targeting armhf and not armel for Ubuntu Server on ARM in Precise, this means that the local environment will not work at all on ARM with juju at the moment.

It looks to me that this is not a configurable option, and this behaviour is hardcoded by the default parameter in juju/lib/lxc/__init__.py:48, called from line 263 which does not override the default.

For juju on precise, does this just need to be changed to use precise inside the container as well?
