[FFe] update juju to upstream revision 398

Reasoning:

Juju has landed a number of backward incompatible changes since revision 361, which is the version included in 11.10 now. They have also landed features to make charms compatible across providers which will be key for forward compatibility of charms developed in 11.10. Perhaps most important, r398 includes client side code to query the "charm store" which will be extremely important to have available for people developing charms not only to run on 11.10 but also to be ready for the 12.04 release.

Juju runs its own test suite in the package build, and also does extensive functional testing for each revision, so these snapshots are generally of a very high quality. Here is a link to the test results:

Thanks Scott. Indeed, this FFe was in large part to make sure that we can position juju for a more stable release process in 12.04.
