Handshake error when first bootstrapping with AWS

Bug Description
When I first configured Juju on my machine (originally 0.7) for AWS I got a handshake error when I first bootstrapped.
When I bootstrapped next it worked. I also experienced handshake errors when deploying mysql, but again, second try seemed to work.
Switched to gojuju, created new environments.yaml and same issue with first bootstrap:

Again, second bootstrap seems to work.
