please update jtreg7 to 7.3 upstream release

Bug Description

Jtreg 7.3 is mandatory for openjdk-22 build-time tests.
openjdk-22 is currently in early access and we publish those in[1].

Note: The current FTBFS of openjdk-22 is being worked on upstream[2]

jtreg7 (7.3+1~us1-0ubuntu1) mantic; urgency=medium

  * New upstream release 7.3 build 1 (LP: #2031450).
  * Drop d/p/add-jcommander-to-classpath.patch - jtreg now adds all testng
    jars to the classpath.
