Bug Description

Jtreg version number in Debian/Ubuntu packaging differs from upstream.
Upstream version string is: jtreg V.V+Build
Debian Ubuntu version string is: jtreg version V.V <Milestone> Build.

This causes failure to parse version in the openjdk configure[1]

Note: upstream suggests switching to makefile, but we can not use makefile with default jdk as
- makefile does not set -release
- makefile ftbfs due to warnings

upstream confirmed that we should use makefile in jtreg6
