Claims Broadcom STA driver requires system restart to work and it doesn't

Bug Description

See the attached screen shot which shows Jockey claiming a restart is required at the same time the networkmanagement widget is showing available wifi access points because wifi is working. This is an important point because it will lead users to beleive they can't get working wifi in a live session and they can. I'm pretty sure restart required was true at some point, but it's not anymore.

Jockey has been superseded by software-properties, which now handles
third-party driver configuration.
