"searching for drivers" when I enable "Extra" visual effects

Bug Description

This is with today's daily-live. compiz is enabled by default on this laptop with ATI radeon mobility X700. In Appearance, no radio buttons are selected, and when I click on "Extra" a jockey dialog comes up "Searching for hardware drivers" with progress stuck on 0%.

With latest daily, the issue is different. It's no more stuck on 0%, and goes away after some time. However, it's still annoying that this pops up at all. Compiz is already working out of the box, it's not like I need extra drivers for those extra effects.

Severe regression: Now it even asks me to install fglrx! The dialog kind of suggests that you have to install fglrx to have desktop effects, which is wrong. Even worse, this dialog does not have the warnings about proprietary software that the normal "Hardware Drivers" window has.

What is this attitude of sneaking in proprietary drivers when they are not necessary? Extremely irritating and a big shame.

Today's Jaunty on X1300 (default -ati driver works fine, card not supported by new fglrx):
The "Searching for hardware drivers" still pops up, but disappears after some seconds, like in October.

Jockey has been superseded by software-properties, which now handles
third-party driver configuration.
