jesred default configuration file contains unknown debug directive

Bug Description

After installation of `jesred` the default configuration file `/etc/jesred.conf` contains the commented out directive `debug` which causes `sudo /usr/lib/squid/jesred` to display `Unknown keyword or value "debug = true" - ignored`. The directive should be removed or implemented.
