iwyu 3.7-1 should depend on clang-3.7

Bug Description

If clang-3.7 isn't available, iwyu will not be able to find some headers, eg stdarg.h. Currently the package accepts many different version of clang - but this is wrong - each version of iwyu only works with a single version of clang.
