istanbul needs to depent on python-gconf

Bug Description

Binary package hint: istanbul

The edgy-package of istanbul does not need python-gconf to be installed.
But without, it won't start.

Throws that to the console:

Hey, it is missing gconf now!!! i had to install python-gnome2 to make it run!

This is for a updated apt official repository.
