  [ Debian Janitor ]
  * Remove constraints unnecessary since buster:
    + Build-Depends: Drop versioned constraint on aspell,
      dictionaries-common-dev and dpkg-dev.

  [ Agustin Martin Domingo ]
  * debian/control:
    - Bump debhelper-compat to 13.
    - Bump Standards-Version. No changes required.
    - Add "Rules-Requires-Root: no".
  * Add some lintian overrides.
  * Update debian watch standard to 4.
