Bug Description

This will be an ahead-of-Debian "merge", given that Debian is already behind Ubuntu. I'll try to upstream the new packaging to Debian once the merge is done.

@Bryce subscribed you as you are overseeing the merge schedule, let me know if there's anything I should be doing differently here.

I prepared the ahead-of-Debian merge of Kea 2.0.1, but at this point I think it makes much more sense to upload it directly to Debian. I'm coordinating with the isc-kea Debian maintainers about this.

This evolved into a wider effort aimed at the Debian package, which is currently not in a good state for several reasons. I'll keep this bug open for tracking, and close it once the new version lands in Debian and gets synced to Ubuntu.

I will sync it after verifying that it built fine on Debian. I already did a Jammy test build locally, it worked fine.

Most of the Lintian warnings are due to Lintian bugs or changes in behavior which are currently ongoing in Debian.
