waits for minutes for a dhcp lease on a nextwork adapter without link

This problem was resolved in 23.10 and came back in 24.04.

The problem is: ASUS laptop with Ethernet socket. The Ethernet socket is NOT connected to a switch, yet systemd tries for minutes to get an ip-address via dhcp from it.

dhcpd is provided by isc-dhcp, not systemd.

Since my problem report a 'fix' has been applied. The behaviour is now slightly different (at least the output on the screen) yet it still takes minutes for it to continue.
