Bug Description

Hello,

Not long ago, I installed Ubuntu 20.04 and isc-dhcpd-4.4.1. Right after that isc-dhcp started hanging with no respondes to DHCPDISCOVERs. Then I updated Ubuntu to 21.10 but the issue wasn't resolved. It happens once a 1-2 days or so.

Also there isn't any logs or CPU/Memory utilisation.
tcpdump shows requests from client.
Only restarting dhcp helps.

strace output:
futex(0x7f0a1bf870d0, FUTEX_WAIT_BITSET_PRIVATE|FUTEX_CLOCK_REALTIME, 0, NULL, FUTEX_BITSET_MATCH_ANY) = ?
