prepend statement in /etc/dhcp/dhclient.conf does not work

Bug Description

Neither the prepend nor the append statement in /etc/dhcp/dhclient.conf works anymore.

E.g.:
prepend domain-name-servers 1.1.1.1,8.8.8.8;

Strangely usb-creator was shown instead of isc-dhcp.
