tested on xenial:

using isc-dhcp-client 4.3.3-5ubuntu12.1, bug exists; dhcpv6 prefix is set to /64.

using isc-dhcp-client 4.3.3-5ubuntu12.2, bug is fixed; dhcpv6 prefix is correctly set to /128.
