It is accepted standard behavior, and I was very surprised that with irssi, it needs to be enabled in the config. What confused me most, though, is that the config flag is off by default. I have filed an upstream bug for that, but I'm guessing it might take a long time to get fixed, so I believe that Ubuntu, in its goal to provide a complete IPv6 support, should go ahead and ship irssi with a configuration that sets resolve_prefer_ipv6 to ON by default.
