Messages do not scroll correctly when XTERM=xterm-256color

Bug Description

In an irssi window in the stock gnome-terminal. I expect that when messages reach the bottom of the window, previous messages scroll up the screen to make room for the new messages.

If I export XTERM=xterm-256color before launching irssi, then fill a window with messages, when subsequent commands are typed they occupy the final line of the screen, but none of the preceding lines scroll upward. Further messages cause only the final line to be updated and the screen stops scrolling.

Can you still reproduce it? I'm using irssi in gnome-terminal set to TERM=xterm-256color all day long and have never encountered that?
