here you go -
As the daemon was by default configured before update

0.56-0ubuntu2
#Configuration for the irqbalance daemon

#Should irqbalance be enabled?
ENABLED="1"
#Balance the IRQs only once?
ONESHOT="0"

After update to 0.56-1ubuntu2 (no configure screen pops up
#Configuration for the irqbalance daemon

#Should irqbalance be enabled?
ENABLED="0"
#Balance the IRQs only once?
ONESHOT="0"

After update manually running sudo dpkg-reconfigure irqbalance and choosing yes to both options

#Configuration for the irqbalance daemon

#Should irqbalance be enabled?
ENABLED="1"
#Balance the IRQs only once?
ONESHOT="1"

I can confirm that settings are not preserved during an upgrade; debian/irqbalance.config does not correctly translate 0|1 into false|true so the debian/irqbalance.postinst script always defaults them back to '0' as the values stored in the debconf database are ENABLED and ONESHOT.

As I can't seem to locate a bzr branch for this package attaching a proposed patch.
