irqbalance is not working properly in Ubuntu 14.04.1, all the interrupts are going exclusively to one CPU instead of being spread.
# service irqbalance status

Even after an apt-get upgrade / distro-upgrade that updated both kernel and irqbalance packages, it still isn't working properly.
